It is multi-dimensional and multi-layered in nature. The phenomenon of child labour, like all other social phenomena, is historically and socio-economic conditioned. It is related to multiple issues and situations. It is both a cause and consequence of vulnerabilities— poverty, illiteracy and livelihood loss. Its emergence, growth and nature of dynamics are intrinsically bound with the changing trends in production and reproduction of a social matrix. Child labour has become a common feature of any third world countries to which India is not an exception and despite adequate efforts in the direction of relief and rehabilitation, the problem continues to grow in an alarming proportion. If child labour is to be eradicated, the governments and agencies and those responsible for enforcement need to start doing their jobs.
